Afghan men receive treatment at a hospital after a bus was hit by a roadside bomb in Herat province, western Afghanistan on July 31, 2019.

At least 32 people were killed in western Afghanistan on Wednesday when the bus they were travelling in hit a roadside bomb, a provincial official told Associated Press. Mohibullah Mohib, spokesman for the provincial police chief in Farah, says six people were wounded in the bombing Wednesday morning in Bala Buluk district. "There were many casualties, martyrs and wounded people".

He arrived in Kabul in July and held meetings with President Ashraf Ghani, top security officials and senior opposition leaders, diplomats, and civil society members to discuss the peace process before striking a deal with the Taliban. IS militants frequently target civilians, especially the country's minority Shiites.

"The Secretary-General reiterates that global humanitarian law explicitly prohibits indiscriminate attacks and attacks directed against civilians and appeals to all parties to the conflict in Afghanistan to uphold their obligations to protect civilians", Stephane Dujarric said.

"Parties to the conflict may give differing explanations for recent trends, each created to justify their own military tactics", UNAMA human rights chief Richard Bennett said.

The attack came one day after the United Nations said civilians are being killed and wounded at a "shocking" level in Afghanistan's war, despite a push to end the almost 18-year-old conflict. The report apparently referred to civilians killed during Afghan and USA military operations against insurgents.

However, the militant group softened its approach recently, saying its leader will be holding talks with a joint Afghan negation team in which besides other political groups, representatives of the government will also take part as one of the political sides.

"Initial information was two USA forces have been killed and one more wounded", Qasam said.

Air strikes caused 519 civilian casualties, 150 of whom were children. Roadside bombs were a close second, accounting for 28%.

The government said it valued state-to-state strategic relations with regional and world countries, particularly counting the ties between Afghanistan and the USA as "more important".

The US military on Monday said two of its troops had been killed in action in Afghanistan, but did not provide any additional details, pending notification of next of kin.

Last week the Taliban said talks with the Afghan government would come only after a deal had been struck with the United States on the departure of its forces.

He also said the United Nations had drastically undercounted the number of civilians killed by the Taliban.

US envoy for peace in Afghanistan Zalmay Khalilzad speaks during a debate at Tolo TV channel in Kabul, Afghanistan April 28, 2019. They appear to be closing in on an agreement whereby American forces would withdraw from Afghanistan in return for guarantees that it would not be used as a launch-pad for global terror attacks. An official at the ministry said Norway could be the venue for intra-Afghan talks.

US special representative for peace in Afghanistan, Zalmay Khalilzad, will resume peace talks with the Taliban soon, sources with knowledge of the issue said on Wednesday.
