NBA board votes for stiffer tampering measures

"One of the most misunderstood rules in our game is how traveling is interpreted and appropriately called", said Byron Spruell, NBA president of league operations.

The NBA's board of governors has unanimously passed a raft of stiffer measures to enforce compliance with tampering and salary-cap circumvention.

Gathering the ball happens when a player receives a pass or recovers a loose ball with enough control to hold it, change hands, shoot, pass or hold the ball against his body.

President of league operations Byron Spruell addressed the confusion over the way traveling has been interpreted as of late and said the National Basketball Association has adjusted the language to reduce "uncertainty".

Players can take two steps in coming to a stop, shooting or passing the ball.

Dribble one step prior to releasing the ball, if he has not taken a dribble yet.

A similar case in point is Washington Wizards guard Bradley Beal's notoriously-perceived uncalled travel against the Detroit Pistons in February.

The official National Basketball Association rule book will now have a section that formally defines the "gather", which is a concept that has been used by the officiating staff for many years to apply the rule but was never defined in the rule book. "After regaining possession, a player is allowed to regain his pivot foot and pass or shoot prior to that foot returning to the ground", the National Basketball Referees Association tweeted at the time.

Also, teams now must submit starting lineups 30 minutes before tipoff, barring injury exceptions.

While the exact details of the passed proposal haven't been confirmed, it was previously reported that the teams could face fines up to $10 million under the new proposal (up from $5 million) and unauthorized agreements could result in a fine of up to $6 million for teams and $250,000 for players.
