"And they don't want to wait any longer to get Brexit done". But if he returns from the European Union summit with no deal, or a deal is not approved by parliament and MPs do not agree to a no-deal exit - then under the Benn Act the prime minister must write to the European Union asking for another Brexit delay of three months.

"In that Queen's Speech Labour will put forward the most radical and people-focused programme in modern times".

But the spectacle, complete with a Household Cavalry equestrian escort, lords in scarlet robes and jewels galore, did provide a day's diversion from the long Brexit grind.

However, Housing Secretary Robert Jenrick said a "great deal" of progress had been made ahead of a meeting of European leaders starting in Brussels on Thursday.

The British monarch is delivering her speech after a prorogation that was requested by Prime Minister Boris Johnson in a bid to lead the country out of the bloc under any circumstances - including a no-deal scenario.

In the United Kingdom parliament, the Queen's Speech will set out the government's new programme.

It remains to be seen whether Johnson will achieve that goal.

"The Government's position is clear, the Prime Minister has repeatedly said we will leave by the end of the month".

Arriving for a meeting in Luxembourg, Irish Foreign Minister Simon Coveney said "the less we say now, the better".

"You know, in Europe, we always take decisions on the edge of the precipice, on the edge of the cliff", he said.

Brexit negotiations have intensified over recent days after the British and Irish leaders said they could see a "pathway" to a deal.

Queen Elizabeth II announced in a speech to lawmakers a list of 26 new Bills ranging from implementing a yet-to-be finalised European Union divorce agreement to criminal sentencing and the environment.

He said: "There has never been such a farce as a government with a majority of minus 45 and a 100% record of defeat in the Commons setting out a legislative agenda they know can not be delivered in this Parliament".

But, with Brexit in the balance before a crucial week of talks, and an unpredictable election likely in the near future, rival parties said Johnson was misusing the politically-neutral queen by asking her to set out his election agenda.

Joanna Cherry of the Scottish National Party, who has been a prominent opponent of Brexit, was similarly blunt, calling it "an election manifesto for the Conservative Party, which will nearly certainly be rejected in Scotland".

"Having a Queen's Speech and a State Opening of Parliament is ludicrous", he told Sky News. Lawmakers are summoned to listen to the queen by a security official named Black Rod - but only complied after slamming the House of Commons door in his face to symbolize their independence.

Tougher sentences for violent criminals, increased police numbers, more money for the National Health Service and a repeated dedication to delivering Brexit by the end of October were the standout features of the Queen's Speech as the new session of Parliament began at Westminster on Monday.

He added: "We may only be interested in the Queen's speech of a Labor government". That is even more the case today.

Jeremy Corbyn called the speech a "farce" and joined other opposition leaders in accusing Mr Johnson of using the opening of Parliament as a pre-election stunt.

Threatening to leave with no deal is a key plank of Johnson's Brexit strategy, however that course of action is complicated by the fact that MPs have passed legislation that would compel the Government to ask for an extension in the event of no deal.
