The indictment also charges that Fruman and Parnas schemed to raise and donate money for a then-sitting USA congressman at the same time they were asking that lawmaker to get the then-U.S. ambassador to Ukraine removed from her job.

The two Soviet-born men, Lev Parnas and Igor Fruman, are expected to appear in federal court on Thursday. No destination was disclosed. They face four charges including conspiracy, falsification of records and lying to the Federal Election Commission about political donations.

The indictments mark the first criminal charges related to the Ukraine controversy.

Both are now USA citizens.

The Trump administration's role in Ukraine are at the centre of an congressional impeachment inquiry.

Parnas and Fruman, both witnesses in House Democrats' impeachment inquiry into Trump, had lunch with Giuliani at the Trump International Hotel in Washington hours before they were arrested Wednesday, according to the Wall Street Journal.

"I don't want to interfere in US elections", he said, adding that he's awaiting an official visit to the United States.

The congressman was not identified by name in court papers, but the donations to "Congressman 1" in the indictment match campaign finance reports for former Rep. Pete Sessions, a Texas Republican who lost his re-election bid in November 2018.

Parnas is a Ukrainian businessman.

Prosecutors say Fruman made a contribution of $2,700 to the congressman's campaign, the federal maximum, and made an additional $2,700 donation in Parnas' name. The fourth man, David Correia, hasn't been arrested.

Parnas and Fruman conspired to "funnel foreign money to candidates for federal and state office", according to a federal court filing in NY.

Two other people who were charged in the indictment were David Correia, a US businessman, and Andrey Kukushkin, a Ukrainian-born USA businessman. The person spoke on the condition of anonymity to discuss an ongoing investigation.

Prosecutors charge that the two men falsely claimed the contributions came from GEP, which was described as a liquefied natural gas business. In fact, the company had no real business, the indictment added.

"Today's indictments, though, likely represent only the tip of the iceberg in terms of foreign meddling in general but also by Parnas and Fruman", said Ryan.

- Parnas and Fruman also conspired to funnel donations to state and federal candidates to benefit a planned marijuana business funded by an unnamed Russian businessman.

The commitment to raise more than $20,000 for the congressman was made in May and June 2018.

"The alleged activity was done without the knowledge of the candidates or campaign", he told Politico. "Prosecutors say their extensive political contributions, beginning in early 2018, were created to curry favor with American policymakers in an effort to advance Parnas' and Fruman's political and business endeavors". His office had brought unrelated charges against the president's former legal "fixer" Michael Cohen previous year. Foreigners are not permitted to contribute to US elections. The businessmen are accused of making illegal political contributions, and they attended fundraisers and political events to help their scheme.

According to FEC records, a company Parnas formed contributed $325,000 in May 2018 to pro-Trump super PAC America First Action.

"America First Action placed that contribution in a segregated bank account, it has not been used it for any objective and the funds will remain in this segregated account until these matters are resolved", America First Action's spokeswoman Kelly Sadler said in a statement.

"I can tell you that we scrupulously adhere to all laws and regulations", she said.

Parnas and Fruman were involved in Giuliani's efforts to urge Ukrainian officials to investigate Trump's political rival Joe Biden and his family. House Democrats have subpoenaed documents from Giuliani relating to those interactions.

Parnas, who has known Giuliani for years, worked with Fruman to connect Giuliani to Ukrainian prosecutors who provided information to Giuliani, as The Times revealed in May.
