With the clock ticking down to Britain's departure on October 31, Johnson has consistently said he will not ask for a delay and that he would rather be "dead in a ditch" than seek any further extension.

Barclay reiterated pm Sunday that the government would comply with the legislation.

Anti-Brexit campaigners are to renew their bid for a court order to force Boris Johnson to seek an extension to article 50 if he fails to get a Brexit deal through the Commons next week.

So campaigners - led by businessman Vince Dale, SNP MP Joanna Cherry QC and Jolyon Maugham QC - launched legal action at the Outer House of the Court of Session.

But he remained unconvinced and promised to launch an appeal.

But he has also said he would not break the law, which he has dubbed "the surrender act", without explaining that apparent contradiction.

Johnson's proposals would see the United Kingdom territory of Northern Ireland effectively stay within the EU single market for goods but leave the common Customs Union, something which has been dubbed an "all-island regulatory zone" on the island of Ireland.

But the judge said assurances given by the government's top legal officer in Scotland not to frustrate the Benn Act meant it was unnecessary to do so.

They said Johnson was prepared to "squat" in Downing Street even if MPs declare no confidence in his government and agree a caretaker prime minister to replace him.

"With respect to Ireland's situation in future, there are two main problems: the role proposed for the Northern Ireland institutions and the customs border arrangements", said Rinne, whose country now holds the rotating European Union presidency.

Mr Barclay suggested Britain could show flexibility over contentious proposals to give Northern Ireland a veto on its plans for an all-island regulatory system after Brexit.

Johnson began phoning European leaders at the weekend to sell his proposals, speaking to Dutch Prime Minister Mark Rutte on Saturday.

The bloc says the proposals don't fulfil the U.K.'s commitment to a frictionless border, because there would have to be customs checks on some goods, and because the arrangement would be subject to review by politicians in Northern Ireland.

The potential United Kingdom fallback position of no controls, checks or border infrastructure - with different regulatory arrangements on either side of the border - could leave the EU's Single Market open for abuse.

He has also proposed the province leaves the EU's customs union along with the rest of the United Kingdom, with checks on trade to rely on untried technology and to be carried out away from the sensitive border.

Britain hinted on Sunday that it could be open to changes to its latest Brexit proposals for Northern Ireland, as European leaders piled pressure on Prime Minister Boris Johnson to revise the plans.

"I think we all agree we need a workable solution now and not something based on untried and revokable arrangements that would be left to negotiation during the transition period", European Union spokeswoman Mina Andreeva said.

The EU's executive Commission said that Johnson needs to rid himself of all elements in his proposal that are based on "untried and revocable arrangements" that would spill over into a transition period after a deal is found.

Housing Secretary Robert Jenrick said delivering Brexit on October 31 was the "sole focus" of ministers, who he said would do "absolutely everything in our power" to meet the deadline.
