Fifty-nine other cases of COVID-19 have been confirmed in the U.S., but all of them were linked to recent travel to affected areas overseas, including a cruise ship that experienced an outbreak, the Associated Press notes.

Investigators were focused Thursday on tracing the woman's movements to figure out how she got the virus and who else she may have unwittingly infected.

The development marks an escalation of the worldwide outbreak in the USA because it means the virus could now spread beyond the reach of preventative measures like quarantines, though state health officials said that had been inevitable and the risk of widespread transmission remained low.

Right now, however, testing capacity is limited in the United States.

The development comes amid reports citing a whistleblower complaint that federal health workers interacted with quarantined patients in two California air bases without proper gear or training, before dispersing around the country.

"We are following the evidence and we are doing what needs to get done medically, but the biggest battle we have is fear", Wilkes said.

Health officials say the patient "had no known exposure to the virus through travel or close contact with a known infected individual".

It added that the destroyer's actions are inconsistent with a bilateral memorandum to avoid unplanned air and maritime encounters. The Poseidon is assigned to Patrol Squadron 45 based in Jacksonville, Fla., and is deployed to Kadena Air Force Base on Okinawa.

The virus can cause fever, coughing, wheezing and pneumonia. But state health officials were quick to reassure the public on Thursday that such a scenario was inevitable and the risk of widespread transmission remained low.

Newsom said the CDC has pledged to send more personnel to California to track the potential spread of the virus.

According to the California Department of Public Health, the patient lives in Solano County and is being treated in Sacramento County. The state has 200 kits for both diagnostic and surveillance purposes, but federal officials say more will arrive in the coming days, he said. "They're going to want to do that and the patients are going to want to do that".

Last month, the Trump administration restricted entry of people from China into the USA and required Americans returning from locations heavily impacted by the outbreak to be quarantined.

It brings the number of cases in the country to 60, including the 45 cases among Americans who were repatriated from Wuhan, China - the epicenter of the outbreak - and the Diamond Princess cruise ship, which was overwhelmed by the virus after it docked in Japan.

Frustrated by the problems with the CDC kits, the association had asked the FDA to allow individual states to develop and use their own tests.

"In some countries this has moved very quickly, like we saw in Korea now, where we had more cases in Korea in the last 24 hours than we had in all of China".
