Russian President Vladimir Putin has expressed his support for the idea of including a provision in the new constitution forbidding handing over the country's territory. Reasonable proposals that don't make the cut may be useful as basis for future laws or government policies, Putin said at the meeting.

"If we fix the Constitution, that the state has a duty to carry out indexation every year, then loopholes the government will not be", - said the head of state, speaking at a meeting with the working group on preparation of amendments to the Constitution.

Putin, 67, has been in power as president or prime minister for two decades, with his current term set to end in 2024. He said Thursday that the amendments only would take effect if Russia's citizens approved them in a vote, but it remains unclear how such a vote would be organized. "It should be a real plebiscite, and the citizens of Russian Federation must be the authors of those amendments".

More than 500 proposed amendments were sent to parliament and the working group.

One committee member Yelena Isinbayeva, who holds the world record in the pole vault, admitted she had never read the constitution prior to being tapped by Putin to join the group.
