Depending on wage levels, many employees will receive more under the Canada Emergency Wage Subsidy than they would from employment insurance, on top of maintaining their health insurance and other benefits, according to Air Canada.

To qualify for the Canada Emergency Wage subsidy when it was first announced, businesses had to show a revenue decline of 30 per cent in March compared to previous year.

He said businesses will now have the option of using revenue figures in January and February of this year to show such a loss. Business groups criticized the requirements for being too strict.

Global air travel has dropped to record lows, with passenger volumes at Canadian airports decreasing by 96 per cent year over year for the week starting March 30, despite thousands of travellers returning home on repatriation flights, according to the Canada Border Services Agency. Businesses will still have to show a 30-per-cent revenue reduction for April and May.

Charities and non-profits can also choose whether to include revenues from governments, such as grants, in their calculations when they apply.

Under the wage subsidy program, workers are paid 75 per cent of normal hourly wages or up to $847 per week. Specifically, start-ups would not miss out.

After speaking with stakeholders and workers, Trudeau says his government is ready to refine the parameters of some of the emergency aid programs announced in recent days and weeks.

As well, Trudeau said Wednesday that Canadians will be allowed to return to work in the future in a "measured, graduated way" that would prevent a potential second wave of cases. He also said Canadians needs to continue to do what they've been doing - staying home.
