The announcements Friday mean Texas is the first state to begin taking specific steps to reopen, per the Hill.

The Governor today also directed state parks to reopen on Monday, April 20 with strict guidelines to reduce transmission of COVID-19-including requiring visitors to wear face coverings, maintain a six-foot distance from individuals outside of their party, and prohibiting the gathering of groups larger than five.

Abbott also unveiled a plan to allow some retail businesses to offer to-go services beginning April 24. "We have to understand that we must re-open in a way in which we are able to stimulate the economy while at the same time ensuring that we contain the spreading of COVID-19".

Facing lawsuits from conservatives and faith leaders over Texas' lockdown measures, Republican Gov. Greg Abbott rolled out plans for a Lone Star State reopening on Friday, making Texas first in the nation to announce activation of President Donald Trump's Reopening America Again Phase I.

Further reopening guidelines will be announced by April 27.

The governor released additional executive orders, including closing all Texas schools - public, private, charter, and higher education institutions - though the remainder of the 2019-20 year. The governor also announced a new task force on restarting the state's economy, the Texas Tribune reports, though the lieutenant governor has already formed a task force with the same mission.

He said he plans to enhance the standard so customer do not go inside stores. The reopening process will take place in stages. "Obviously, not all businesses can open all at once on May 1".

Scientists have warned that opening the US economy will carry more risks of the virus spread, which should be part of their risk management strategies.
