New York Governor Andrew Cuomo says three upstate regions could start reopening their economic activities this weekend.

The means the facilities need to be prepared to administer more 320,000 tests every week.

Cuomo said the metrics will be applied to 10 state regions to determine which ones can be reopened.

Hospitals in the region must have 30% of their beds open in case the virus spikes again.

The theory that NY cases were seeded from Europe and not directly from China - where the virus was first registered in December 2019 - seems to be based on two pre-published studies from early April, which suggested the largest USA city may have been visited by infected travelers from northern Italy, a secondary hotspot of the contagion.

Essential construction, such as on affordable housing, schools, and state projects like the conversion of the James A. Farley Post Office into an Amtrak hub have continued during the pandemic (photo taken on April 22, 2020).

In this first phase, construction, manufacturing, agriculture, forestry and fishing businesses can reopen, and retailers can start offering curbside or in-store pickups. The two regions might be able to begin re-opening by Friday if they can demonstrate they have met the testing requirement.

Some "low-risk" businesses such as landscaping companies and drive-in movie theaters will be allowed to reopen on Friday, when the state's stay at home order is scheduled to expire.

Phase three will include restaurants, food services and hotels and phase four covers the arts, entertainment, recreation and education.

While New York has taken a cautious approach to relaxing restrictions on business and daily life, other states - many of them in the South and Midwest - have moved to reopen even in the face of rising infections.

Cuomo said regional reopenings would be coordinated across the state and that hospitalizations and other metrics would be watched closely. There were 195 new deaths across the state on Monday, bringing the total death toll to 21,835, and there have been more than 337,000 cases.
