Cllr David Renard, Local Government Association transport spokesman, said: 'We are pleased the Government has announced measures today to allow councils to help the country transition to the new way we will need to travel around, including to and from work.

"This trial will help bring more flexibility, choice, and greener travel solutions for the region, at a time when we are facing a climate emergency and urging people to leave the vehicle at home".

Shares in British bicycles and auto parts retailer Halfords soared as much as 24% on Monday, boosted by the government's announcement that people should consider cycling to work when the coronavirus lockdown is eased.

"Saturday's evangelical Department of Transport speech could have been written by Halfords' CEO, with its very helpful remarks on cycling and E-scooters", said analysts at Peel Hunt.

Pop-up bike lanes, wider pavements, safer junctions, and cycle and bus-only corridors will be created in England within weeks as part of a 250 million pound emergency fund.

Fast-tracked statutory guidance has been published, which is created to tell councils to reallocate roadspace for significantly-increased numbers of cyclists and pedestrians.

"Even with public transport reverting to a full service, once you take into account the two-metre social distancing rule, there would only be effective capacity for one in 10 passengers in many parts of our network, just a tenth of the old capacity", said Shapps.

"Otherwise, with public transport capacity severely restricted, more cars could be drawn to the road and our towns and cities could become gridlocked".

He confirmed a national cycling plan would be published in early June, helping the Government to reach its goal of doubling cycling and increasing walking by 2025. Cars will remain an absolutely vital form of transport for many.

A total of £10 million of additional support was also announced for vehicle charging points.

A consultation is due to be launched which hopes to make charging electric vehicles as easy as filling up a traditional petrol or diesel auto.

The government is also working alongside the tech sector to see how technology could be used to help commuters stagger their journeys and advise on alternative modes of travel.

Neil Greig, IAM RoadSmart's research and policy director, said: "We don't really know what the new normal for transport will look like and many surveys suggest drivers can't wait to get back into their cars".
