When Will New York Re-Open? NY Forward Reopening Plan Details

Only three regions-Finger Lakes, Southern Tier and Mohawk Valley-have met all seven metrics and will be able to start reopening Friday.

"This is the next big step in this historic journey", Cuomo said.

"We're coming out of the other side".

Cuomo last week laid out a detailed plan for reopening that requires each regions to meet key requirements including testing, contact tracing, ensuring hospital capacity, and showing sustained declines in new cases of the virus.

Just two weeks ago, Cuomo argued that the virus was certain death and therefore far worse than economic collapse; that not wearing a mask is literally killing people (while not wearing one himself); that those who wish to reopen just want his mother dead; and that anyone who lost their job due to the shutdown should seek employment in the field the state deemed essential instead. We're all anxious to get back to work. We want to do it intelligently. "That's what this week is going to be all about".

Central New York and the North Country are both a little shy of the benchmark that a region test 30 of every 1,000 residents per month, based on a seven-day average of new tests per day.

Gold Price Prediction - Prices Rise but Remain Range bound as CPI Drops
Economists polled by Reuters had forecast the CPI falling 0.8 percent in April and rising 0.4 percent year-on-year. The so-called core CPI dipped 0.1 percent in March, which was the first drop since January 2010.

Cuomo acknowledged that when the topic of reopening comes up, people believe their business should be the first in line, but he said NY would start with businesses "that are more essential and pose a lower risk". However, many measures put in place in response to the outbreak will remain in effect, including eviction protections.

Some "low-risk" businesses such as landscaping companies and drive-in movie theaters will be allowed to reopen on Friday, when the state's stay at home order is scheduled to expire.

The five boroughs still need to reduce the total number of new hospitalizations, while freeing up more hospital beds, and beds in hospitals' intensive care units before reopening, according to information from the governor's office.

They join construction and manufacturing as industries that will be the first to start up again, according to a presentation during Gov. Andrew Cuomo's press briefing today.

Cuomo admitted that "nobody knows" how fast businesses can reopen and whether each phase of the planned re-openings will be sustainable. Phase two will include businesses such as real estate, finance, insurance and professional services.
