In Bucks County, home to 461,000 registered voters, a judge ruled that the county can count any ballots that arrive by June 9, as long as they are postmarked by June 1.

Among the commonwealth's other 60 counties, at least a dozen hadn't plowed through their stack of absentee and mail-in ballots by the end of the day Wednesday, though most hoped to finish by Friday. In-person voters also reported good experiences using the county's ExpressVote® XL universal voting machines.

"These factors are why I'm so happy to be able to report that today's election went remarkably smoothly and we have no issues to report", Secretary Boockvar said during a news conference late Tuesday. I never received a ballot for the primary.

Processing mail-in ballots is time-consuming, involving multiple steps, from opening envelopes, confirming voter signatures and stacking ballots for scanning.

The total of mailed-in ballots so far is more than 20 times the 37,000 who voted that way in 2016.

Official results won't be ready until after the county canvasses the vote on June 19, but the clerk's office will be announcing preliminary results on Tuesday night.

The Postal Service has internally set delivery targets for election mail ranging between one and three days, according to an audit of election mail service by the USPS Inspector General published in November.

The State Election Board, banks, and credit unions will meet at 10 the Jim Thorpe building to discuss ways to offer free absentee voting to Oklahomans.

Provisional ballots create two problems on top of that.

The changes, aimed at making it easier for voters to vote absentee and simplifying towns' and cities' roles in administering the election, come just over a month before an election that will be held in the midst of the coronavirus pandemic.

The commission said it expects "terrific challenges" in November. To further ease the burden on the counties, the secretary secured vendors to print and mail the absentee ballots as well, the Thursday release states.

In-person turnout for the primary election Tuesday was low in Centre County.

"I would be hesitant to vote by mail in North Carolina on Election Day given what I've seen", Roberts said.
