The Academy of Motion Picture Arts and Sciences unveiled the requirements on Tuesday, saying they are meant to "encourage equitable representation on and off screen in order to better reflect the diversity of the movie-going audience".

Others brought a wholly different type of criticism, with comedy writer Allison Kilkenny arguing the rules didn't go almost far enough and set a "laughably low bar" for diversity in film, while another online detractor dubbed them "ridiculous pandering with no real change".

Under the new rules, film studios will be required to boost diversity both in front and behind the camera, as well as in executive roles.

Films contending for the best picture Oscar in 2022 and 2023 will not be bound by the rules, but will need to submit to the Academy confidential data on the movies' diversity based on the new criteria.

All other categories will keep their current eligibility requirements, the Academy said.

Under the new rules, films vying for best picture will need to comply with at least two of four criteria created to improve hiring practices and representation on and off-screen.

The new standards promise to shape upcoming films vying for Hollywood's top honour from 2024 onwards.

The first - and the one which cinema-goers will most easily notice - concerns what's actually on screen: minority ethnic lead and supporting actors, and/or diverse ensemble casts, and/or storylines which centre "on an underrepresented group (s)".

The rules lay out percentages or numbers of actors, production staff, marketing staff and internships on a movie that must be filled by people of color, women, people with disabilities or people from the LGBTQ community.

The requirements fall into four categories: on-screen representation, creative leadership and project team, industry access and opportunities and audience development. While films will not be held to the standards for another four years, in the meantime all submissions will have to include an "inclusion standards form" regardless.

The new standards are created to "encourage equitable representation on and off-screen in order to better reflect the diversity of the movie-going audience", according to the Academy.

"We believe these inclusion standards will be a catalyst for long-lasting, essential change in our industry", said President David Rubin and CEO Dawn Hudson in a statement. The Academy is committed to playing a vital role in helping make this a reality.
