China OKs export control law on national security

Souring ties between China and the United States had led Washington to take action against several Chinese companies including Huawei Technologies Co., ByteDance Ltd.'s TikTok app, Tencent Holdings Ltd.'s WeChat and Semiconductor Manufacturing International Corp.

"Chinese authorities may have learned a lesson from the USA and other countries", said Qing Ren, a partner at Global Law Office in Beijing. The new law provides a framework for Beijing to better fight back.

The latest measure gives Beijing more room to safeguard national security and interests, after the commerce ministry issued a revised list of technologies that are banned or restricted for export in August.

Export controls under the law will apply to civilian, military and nuclear products, as well as goods, technologies and services related to national security.

One New Death For Butler County; 19 New Cases
Statewide, there were 1,566 new cases and 46 additional deaths, raising the totals to 179,086 and 8,457, respectively. There have been five new COVID-19 related deaths, for a total of 250 deaths in British Columbia.

It adds that Chinese authorities will formulate and adjust an export control list of items to be published in a "timely manner".

A report carried by official Xinhua News Agency said the draft law stipulates that China could take reciprocal measures against a certain country or region that has "abused export control measures and damaged China's national security and interests". Violations of the law, such as exporting items without a permit, could result in fines of 5 million yuan ($746,500), or up to 20 times the business value of the illegal transaction.

Whether Beijing will allow the export of valuable Chinese technology is one of the biggest uncertainties hovering over the partial sale of TikTok to Oracle and American investors. In August, China added technologies including voice recognition, text analysis and content recommendation to its list of regulated exports.
