Ankara on Monday raised tensions with its neighbours after it said it would return the seismic research vessel, Oruç Reis, to the eastern Mediterranean, including off the coast of Greek islands.

In an announcement titled "Joe Biden's vision for Greek Americans and US-Greece Relations", Biden said if elected, he would strengthen ties with Greece and "will call out Turkish behaviour that is in violation of global law or that contravenes its commitments as a North Atlantic Treaty Organisation ally, such as Turkish violations of Greek airspace".

Those tensions had flared up over the summer, prompting a military buildup, bellicose rhetoric and fears of a confrontation between the two North Atlantic Treaty Organisation members and historic regional rivals.

The 60th round, the last of the exploratory talks initiated between the two countries in 2002, was held in Athens on March 1, 2016.

German Foreign Minister Heiko Maas said Turkey's decision to send the vessel back to the Mediterranean was "inadmissible".

"It's been twice that expected discussions have not taken place and we don't know when they will happen", he said.

Both Turkey and Greece have this week accused each other of engaging in "provocations", including plans to hold military drills in the Aegean Sea later this month to coincide with the other country's national public holiday.

Greece on Thursday lodged a formal protest with longtime regional rival Turkey, saying a state plane carrying its foreign minister was delayed on a flight home from an official visit to Iraq.

State TV ERT said the plane carrying Greek Foreign Minister Nikos Dendias was forced to circle for 20 minutes late Wednesday near the Iraqi city of Mosul before being allowed passage by Turkish aviation authorities.

This was preceded by Turkish Foreign Ministry spokesman Hami Aksoy claiming that Greece's actions, specifically its "pirate agreement with Egypt" on the creation of an exclusive economic zone (EEZ), violated Ankara's own continental shelf rights and "demonstrated that it was not sincere and honest about dialogue".

"Naturally, it is not possible for an aircraft to fly without providing a flight plan".

"It is one more provocation in Turkey's series of provocations", Greek government spokesman Stelios Petsas told reporters.

According to the Turkish ministry, the plane that took Dendias to Iraq broke down there, and the Greek government then allocated a second plane, which took off without the required flight plan. "But I would like to remain on the fact that various explanations were given, also from the Turkish side, and we hope that this phenomenon and this incident is never repeated in the future".
