The curfew impacts "non-essential work and gatherings" and was specifically developed to stop social events where drinking could impair judgement regarding COVID-19 precautions.

It affects counties with the most severe restrictions, 41 of the state's 58 counties that are in the "purple" tier under California's color-coded system for reopening the economy.

The order will remain in effect until December 21 in an attempt to halt rising COVID-19 cases across the state.

About 37 million Californians live in counties now in the purple tier, where the coronavirus transmission rates are high. The county has already ordered restaurants and nonessential stores to close their doors to the public at 10 p.m. and to limit capacity during business hours.

Restaurants will be allowed to offer take-out after that time.

"The virus is spreading at a pace we haven't seen since the start of this pandemic, and the next several days and weeks will be critical to stop the surge".

During Thursday's GOP House briefing, Minority Leader Kevin McCarthy said Newsom lost his credibility with Californians after he violated his own COVID-19 restrictions. "We've done it before and we must do it again". They will still be able to get medical care, pick up prescriptions and take care of other essential needs.

Late last week, the state issued a travel advisory, along with OR and Washington, urging people entering the state OR returning home from travel outside the state to self-quarantine to slow the spread of the virus.

Los Angeles County's curfew limiting nonessential activities after 10 p.m. began on Friday night, the state imposed a limited stay-at-home order for certain counties starting Saturday, November 21 to help slow the spread of COVID-19. The travel advisory urges against non-essential out-of-state travel, asks people to self-quarantine for 14 days after arriving from another state or country, and encourages residents to stay local.

Compliance with the limited lockdown is likely to be voluntary, with sheriffs of counties like Los Angeles, El Dorado, Orange, and Sacramento saying they won't enforce the ruling, according to The Associated Press.
