The report noted Ms Patel was "unaware" of the impact of her behaviour because no feedback was given to her at the time.

"He is also reassured that relationships, practices and culture in the Home Office are much improved", it said.

Johnson said he had "full confidence" in Patel, a prominent right-wing ally and leading Brexit supporter, and considered the matter closed.

According to his statement, he has found that the Home Secretary did not consistently meet the high standards expected of her under the ministerial code.

Health Secretary Matt Hancock told the BBC that she was an "excellent Home Secretary" who had "been nothing but courteous and kind in all the dealings I've had with her".

Patel, for her part, said that she is grateful to the Prime Minister for his support during the investigation into allegations of bullying.

"Her approach on occasions has amounted to behaviour that can be described as bullying in terms of the impact felt by individuals", he wrote.

This may not be done intentionally to cause upset, but that has been the effect on some individuals.

The home secretary has also become - justifiably in many instances - frustrated by the Home Office leadership's lack of responsiveness and the lack of support she felt in the Department for International Development (Dfid) three years ago.

However, the United Arab Emirates is not on the UK's quarantine list and the 32-year-old Brazilian has been able to return to training this week.

Earlier this week the former head of the civil service Lord Sedwill told MPs the investigation was now "with" the prime minister.

Responding to the news, Labour leader Sir Keir Starmer said: "Yet again, the prime minister has been found wanting when his leadership has been tested".

"It is hard to imagine another workplace in the United Kingdom where this behaviour would be condoned by those at the top".

Then there's the question of what example this sets.

Cabinet Secretary Simon Case declined to state whether the report would ever be published, saying it was up to the Prime Minister to draw conclusions from the probe and decide whether to make it public.

"He loathes bullying. He takes it very seriously".

"He seems to believe there is one rule for him and his allies and another rule for everyone else".

Members of Britain's Conservative government defended the country's interior minister on Friday after an investigation reportedly found she broke ministerial rules by bullying staff.

Dave Penman, who runs the FDA, a trade union for senior civil servants, accused Johnson of having "sat on the report", and called on the government to introduce a transparent and independent complaints process for ministerial misconduct claims.

The Times newspaper claimed multiple sources inside the Home Office accused Ms Patel of "bullying" and "belittling" officials in meetings and creating an "atmosphere of fear".

The inquiry was launched after Home Office chief Philip Rutnam, who is suing for constructive dismissal, resigned in February.
