Canada to Prevent Distribution of Some Drugs Ahead of US Rule

The policy took came into effect on Friday just before the USA ruling, which drug suppliers have said could cause internal shortages in Canada, according to Reuters.

The "Importation Prescription Drugs" rule, issued by U.S. President Donald Trump in July and set to take effect on Monday, is meant to lower drug prices for Americans but comes at a time when the COVID-19 pandemic has increased demand for some medicines.

The move comes in response to a new USA rule that would let pharmacists or wholesalers import certain prescription drugs in bulk.

The Canadian health minister signed an order Friday to limit bulk exports, saying it would help safeguard the country's drug supply. Surrounded by doctors and nurses, the president promised it would be a "game changer for American seniors".

Drugmakers have faced intense criticism from USA politicians - including Mr Trump - as well as insurance companies and patients' groups over the high cost of new medicines and price hikes in some older generic drugs. Companies will now be required to provide information to assess existing or potential shortages, and within 24 hours in serious cases.

A month later, Canadian Prime Minister Justin Trudeau said he was happy to help other nations with their supplies if possible but his priority was protecting the needs of Canadians. This rule is slated to come into effect on Monday.

Between 10-15% of drugs are in shortage at any given time, and close to half of all marketed drugs in Canada have been in shortage at least once, according to Health Canada.

With Canada a relatively small market sourcing some 68 percent of its drugs from overseas, it was important to avoid supply disruptions, it said.

U.S. President-elect Joe Biden has also spoken of allowing U.S. imports of prescription medicine from other countries as part of his plans to lower drug prices when he takes office on January 20. "The need for vigilance in maintaining the national drug supply continues", Hajdu's statement said. Health Canada spokesperson Anna Maddison told NPR the order will apply "only to the categories of drugs that are subject to shortage reporting", such as prescription drugs and controlled substances.
