Biden and congressional Democrats to unveil immigration bill

Democrats are unveiling Biden-backed legislation Thursday morning to overhaul the immigration system, which includes setting up a path to citizenship for undocumented immigrants.

Biden has expressed hope for passing a bipartisan measure, and the U.S. Citizenship Act marks the first major effort since the Senate passed a massive immigration overhaul in 2013 and that effort died in the House.

Democrats will on Thursday formally introduce President Joe Biden's sweeping immigration bill in Congress, a measure that would provide a path to USA citizenship for an estimated 11 million immigrants in the country illegally, but the proposal faces long odds to passage. It has not received public support among Republicans. Democrats would need to win over 10 Senate Republicans to avoid a "filibuster", a procedural hurdle that can delay or block legislation from coming to a vote. Marco Rubio of Florida, has labeled the Biden plan a "blanket amnesty". The immigration court backlog has hit record highs in recent years as the Trump administration put added pressure on judges to adjudicate the high volumes.

"We must protect American workers", Romney said in a tweet Tuesday.

But E-Verify, which checks a person's legal status to work in this country, "will not be mandatory" for US employers, and Biden has said he would not expand the border wall. And, although their party controls Congress, with a 50-50 tie in the Senate it will be a tough slog for Biden's plan, which will provide a pathway to citizenship for 11 million undocumented immigrants living in the United States.

People benefiting from Temporary Protected Status (TPS), which prevents the deportation of citizens from countries affected by natural disasters or conflict, and farmworkers who can show a history of employment in the United States will also be able to get permanent residence. Then, after three years, they can pursue citizenship.

"We have 11 million undocumented people living, working and raising families in our communities without legal status", Sen.

He could not guarantee another lockdown wouldn't happen again in future. Public outdoor gatherings are also limited to 20 people, down from 30.

All applicants must pass background checks and have been in the United States as of January 1, a requirement meant to discourage a migration surge to the southwestern border.

Menendez was joined by Rep. Linda Sanchez, D-Calif., who shared her family's story of immigrating to the U.S. Robert Menendez (D-N.J.), the son of Cuban immigrants raised in a tenement in Union City, N.J.

"I am the daughter of immigrant parents from Mexico".

The Democratic bill includes a fast-track process for immigrants who were brought to the country by their parents at a young age (otherwise known as "dreamers"), along with certain farm workers and past recipients of Temporary Protected Status, such as people who fled wars.

Frank Sharry, executive director of America's Voice, an advocacy organization, said passing citizenship through reconciliation is "the best shot we have this year". "There is a moment where every disposable tool in his toolbox will need to be pulled out whether or not Republicans come along".

Additionally, the bill would strike the phrase "illegal alien" from immigration laws and replace it with "noncitizen", a tangible repudiation of the offensive term that advocates have asserted is weaponized to further marginalize undocumented individuals.

"It's just too early to speculate about it right now", the aide said.
