Climate, China, Buy American to dominate Biden bilateral with prime minister Tuesday

President Joe Biden held a virtual tête-à-tête with Canadian Prime Minister Justin Trudeau on Tuesday - his first bilateral meeting - focused on the response to COVID-19, economic cooperation and other shared interests among the two close allies.

Biden and Trudeau plan to discuss the public health and economic crises caused by the pandemic, as well as shared goals on addressing climate change, addressing racism and discrimination, and other issues, a senior USA administration official told reporters ahead of the meeting. Trump responded by calling Trudeau "two-faced".

Minister of National Defence Harjit Sajjan, Minister of Natural Resources Seamus O'Regan, Minister of Public Safety and Emergency Preparedness Bill Blair, Minister of Small Business, Export Promotion and International Trade Mary Ng, Minister of Environment and Climate Change Jonathan Wilkinson, Minister of Transport Omar Alghabra, and Ambassador of Canada to the United States Kirsten Hillman also joined during a virtual expanded meeting.

Biden and Trudeau will deliver brief remarks to reporters as they begin their meeting with Vice President Harris, Secretary of State Antony Blinken, and national security adviser Jake Sullivan, and their Canadian counterparts.

In 2019, Canada was the top import source country for 20 USA states.

Biden told Trudeau that he looked forward to meeting in person as soon as they get the pandemic under control.

Biden rescinded the permit by executive order on his first day in office. It's created to encourage the federal government to spend more of the roughly $600 billion earmarked for procurement to boost US factories and hiring.

Trump, who re-categorized Canada and other USA allies as competitors, had a sometimes tense personal relationship with Trudeau.

Hours later, Pelosi's office pushed back on that characterization from Republicans. None of the $5 billion for Homeless Assistance would be spent this fiscal year.

The two countries are in a shared standoff with China after Canada's detention of Meng Wanzhou, chief financial officer of China's Huawei Technologies on a USA arrest warrant.

Trudeau said last month Canada will seek exemptions to a USA effort to ensure federal agencies buy American-produced goods. The Republican president, in a fit of pique in 2018, took to Twitter following a meeting of the Group of Seven industrialized nations to malign the prime minister as "dishonest and weak" after Trudeau voiced objections to Trump raising tariffs on steel and aluminum from Canada, Mexico and the European Union.

"I think the biggest deliverable from the trip, or from the meeting, is going to be essentially. a roadmap to reinvigorate US-Canada collaboration", the official said Monday.

Canadian officials expect Trudeau to have a far more productive relationship with Biden than he did with Donald Trump.
