US rejoins Paris climate club

The United States rejoined the Paris Agreement on Friday, under its new President Joe Biden after just three months out of the accord.

United Nations Secretary-General Antonio Guterres said Thursday that the official American reentry "is itself very important", as is Biden's announcement that the US will return to providing climate aid to poorer nations, as promised in 2009.

Trump had criticized the accord on the grounds it would impose "draconian financial and economic burdens" on American businesses, and said it was "very unfair" to the United States whereas China would be allowed to increase its emissions for years to come and build many coal plants.

Under the terms of the agreement, the USA promised to reduce its emissions by about 25% by 2025 compared with 2005 levels.

Member parties were only allowed to exit the pact three years after the date it entered into force in late 2016, and the US withdrawal took effect one year after its official notice in November 2019. She was one of the leading forces in hammering out the mostly voluntary 2015 agreement in which nations set their own goals to reduce greenhouse gases.

One fear was that other nations would follow America in abandoning the climate fight, but none did, Figueres said.

"The Paris Agreement is an unprecedented framework for global action".

USA commits $4 billion to COVAX vaccine initiative
The WHO has given emergency authorization to the Pfizer/BioNTech vaccine and the one from AstraZeneca and Oxford University. However, it wasn't clear at the time when the United States might donate its own vaccine supply.

"From a political symbolism perspective, whether it's 100 days or four years, it's basically the same thing", Figueres said.

While adapting to climate change is expensive, there's also evidence it can be good for the economy. "The U.S.is officially a party to the Paris Agreement, which we helped put together". But Kerry and other members of the Biden administration have signaled they intend to go well beyond that as they seek to re-establish their climate credibility with world leaders after four years of environmental rollbacks during the Trump administration. A 50% reduction by 2030 would not bring USA per capita emissions down to European Union levels today, he said. A recent "emission gap report" of the United Nations Environment Programme (UNEP) has flagged how emissions of the richest 1% of the global population account for more than twice the combined share of the poorest 50%. Addressing the real threats from climate change and listening to our scientists is at the center of our domestic and foreign policy priorities.

He added: "It is vital in our discussions of national security, migration, global health efforts, and in our economic diplomacy and trade talks". "A cry that can't be any more desperate or any more clear now".

No other country has emitted more cumulative carbon dioxide into the atmosphere since the industrial era began in the mid-1800s than the United States.

INVESTMENT SIGNAL In particular, Biden's swift 180-degree turn on USA climate policy, combined with rapidly falling costs for clean energy, mean "the signal to investors and markets couldn't be clearer: the destination is net zero by mid-century", Black said.

A longtime worldwide goal, included in the Paris accord with an even more stringent target, is to keep warming below 2 degrees Celsius (3.6 degrees Fahrenheit) since pre-industrial times. The goal is to prevent average global temperatures from rising more than 2 degrees Celsius compared with pre-industrial levels.

The administration will also study a plan to provide funding as a way to help developing countries cut emissions.
