Mr Morrison said he was shocked and disgusted by those allegations.

"I want to be the Prime Minister for all Australians".

A third woman later said he took a photo of her from behind while she was bending down.

Scott Morrison has removed embattled ministers from their portfolios.

In his speech, Morrison said the focus was on women.

Ms Reynolds, who was the defence minister, had been heavily criticised for failing to adequately support a young staffer who alleged she was raped by a more senior colleague in the minister's office two years ago.

In a move created to regain voter support, Morrison said he would now have a record seven female lawmakers in his Cabinet as he awarded promotions and additional remits to five women.

"Getting these results for Australian women will be achieved through collaboration", he said.

The Prime Minister also announced the promotion of several women in the administration, adding that his new team has "the largest female representation" in the history of the Australian government.

Now, if you're wondering, 'what the hell is a primary minister for women?' - good luck, we have no idea either.

He stopped to clarify the comments.

The remarks triggered criticism that Mr Morrison was only PM for men. McAllister told the ABC.

"Holding the prime ministerial responsibility in this area as the minister for women".

"These changes will shake up what needs shaking up", he said.

"The key question is whether this reshuffle addresses the core grievances that everybody has been hearing from women MPs; the misogyny in Parliament House, the toxic culture, the boys club".

Reynolds is on health leave, but will take on a government services role on her return.

Home Affairs Minsiter Peter Dutton will replace Senator Reynolds as Defence Minister, a role he has coveted and former industry minister Karen Andrews will replace Mr Dutton in Home Affairs. Well, over concern that dropping Porter would send a message that a minister could lose their job over a rape allegation.

Meanwhile, Senator Reynolds has been on leave since February after being admitted to hospital to receive treatment for a pre-existing heart condition.

She has since agreed on a defamation settlement with Higgins.
