The agency told people near the coast in several areas to move immediately to high ground or get inland as far as possible.

The Japan Meteorological Agency says the quake could affect tide levels in Japan, but there is no danger of tsunami.

But authorities warned waves of up to three metres (11 feet) were possible in New Caledonia and Vanuatu, where residents in the capital Port Vila received SMS messages ordering them to "move to higher grounds".

"They felt the long or strong earthquakes and they knew to grab their bag and head into the highlands", she said.

Prime Minister Jacinda Ardern of New Zealand was among those given an early morning wake-up.

In Russell, New Zealand, Rita Baker told CNN that she had evacuated with other residents to a hill overlooking the Bay of Islands.

The Pacific Tsunami Warning Center said that the threat had not completely ended - South and Central America could still see modest tsunami waves arriving from 1330 GMT - but many warnings from local authorities were lifted.

"Strong and unusual currents and unpredictable surges near the shore are expected in all other coastal areas of the North Island, Great Barrier Island, the South Island, Stewart Island and the Chatham Islands", a statement on the GeoNet site said.

The new tremor struck at a relately shallow depth of 19.4 km, the USGS says, which typically increases the risk of a tsunami.

"Very swiftly people pulled themselves together, got their backpacks, got into cars and congregated either inland or up high and are now watching it unfold", she said.

The 6.9 magnitude quake hit 178 kilometres northeast of Gisborne before 2:30 a.m. Friday, local time.

A third quake has struck off New Zealand, with authorities urging people to move immediately to higher ground.

In 2011, a magnitude 6.3 quake hit the city of Christchurch, killing 185 people and destroying much of its downtown.
