Defense Secretary Lloyd Austin and Secretary of State Antony Blinken are expected to brief U.S. North Atlantic Treaty Organisation allies on the withdrawal during their visit to Brussels this week.

According to sources close to the Biden administration who have spoken to the USA media channels, the United States forces withdrawal from Afghanistan will be completed by 9/11, 2021 which will be officially announced by the Biden administration on Wednesday.

The drawdown, finally ending America's longest war despite mounting fears of a Taliban victory, delays by around five months an agreement with the Taliban inked by former President Donald Trump to pull troops.

The Taliban militant group said Wednesday that it would not engage in any more diplomatic negotiations until all foreign forces leave the country.

The disclosure of the plan came on the same day that the USA intelligence community released a gloomy outlook for Afghanistan, forecasting "low" chances of a peace deal this year and warning that its government would struggle to hold the Taliban insurgency at bay if the US -led coalition withdraws support.

During the 2020 campaign, Biden repeatedly dodged taking a firm stance on adding seats to the high court. Legal observers called the list "super impressive" but unlikely to endorse "radical change".

The decision came as Turkey announced an global peace conference on Afghanistan that the hosts hope could pave the way to a power-sharing arrangement.

"Until all foreign forces completely withdraw from our homeland, the Islamic Emirate [of Afghanistan] will not participate in any conference that shall make decisions about Afghanistan", Dr. Muhammad Naeem Wardak, the spokesperson for the Taliban's political office in Doha, Qatar, said on Twitter early Wednesday morning.

Around 7,000 non-US forces from mainly North Atlantic Treaty Organisation countries, but also from Australia, New Zealand and Georgia, outnumber the 2,500 USA troops in Afghanistan but still rely on U.S. air support, planning and leadership for their training mission.

The September 11, 2001 attacks were staged by members of terror group Al-Qaeda, who hijacked four airplanes and crashed three of them into NY and Washington, leaving almost 3,000 people dead and others missing. Germany has the second-largest force in Afghanistan, numbering over 1,000.
