In March, federal immigration officials apprehended almost 170,000 border crossers at the U.S. -Mexico border - the highest monthly level of illegal immigration since March 2001.

While it is clear that costs for housing and other migrant services will continue to rise as the number of unaccompanied minors crossing the border also skyrocket between 22,000 to 26,000 illegal children per month, staffing is also becoming an issue for the Biden administration. The NYT reported that Jacobson, a former ambassador to Mexico, repeated that her position as border coordinator was created to last only through the first 100 days of the Biden administration.

Among the options for cash transfers would be to channel funds to individuals through global or local non-governmental organisations that would vet them, a person familiar with the matter told Reuters.

On Friday, the White House requested US$861 million from Congress for that effort in Biden's first annual budget proposal. Reuters called Biden's request "a sharp increase from the roughly $500 million in aid this year".

A spokesman for the US Agency for International Development (USAID), which administers foreign aid, told Reuters in a statement that it is already using cash transfers in programmes "to help people meet their basic needs" in the wake of severe hurricanes in Central America in late 2020. "President Biden has asked Vice President Kamala Harris to lead the Administration's work on our efforts with Mexico and the Northern Triangle, a testament to the importance this administration places on improving conditions in the region", Sullivan said. Such programmes can include labour-intensive rural road-building projects.

A former US ambassador to Mexico, Jacobson has been featured prominently during her time in the role. "I leave optimistically. The policy direction is so clearly right for our country", she told the NYT.
