The family cluster - originally involving a man in his 30s, a man in 70s, a woman in 70s and a pre-school aged child from three households in the Whittlesea area - emerged on Monday.

On Tuesday, Merlino said one more person, a man in his 60s, had tested positive for Covid-19 overnight.

He added people had to be "alive to the possibility" that the number of cases could grow.

Victorian officials were investigating if this morning's case was the "missing link" after genomic sequence connected the latest cases to a man who tested positive after returning from hotel quarantine in Adelaide.

Anyone in NSW who has visited Melbourne since May 10 and has been to one of the exposure sites has been urged to contact NSW Health to ensure they are meeting the state's isolation and testing requirements.

People who have visited the listed stores during the specified times must get tested and quarantine for 14 days.

But a written police report later said Greene survived the crash and struggled with troopers trying to arrest him. It said an independent autopsy had found severe head injuries that were inconsistent with a vehicle crash.

Victorian Chief Health Officer Professor Brett Sutton says the four cases confirmed on Monday have the same strain as the Wollert case earlier this month.

According to New Zealand's Ministry of Health, this means that these specific people are ineligible to travel to Aotearoa within 14 days from exposure - even with a negative Covid-19 test.

One of today's confirmed cases attended Broadmeadows Hospital on May 21.

Home gatherings will be limited to five guests, only 30 people allowed at public meetings, and face masks will be mandatory in restaurants, pubs and other indoor venues from 6pm local time (0800 GMT) today until June 4.

The outbreak ends Victoria's run of zero cases for almost three months and prompted New Zealand to suspend quarantine-free travel with the state for 72 hours from Tuesday evening, while the neighbouring state of South Australia has imposed travel restrictions.

Mr Merlino said a mask was required for everybody aged 12 and over.

"As the vaccine rollout progresses, we can give greater certainty to Australians in terms of what being vaccinated delivers for them by way of benefits across the country", Finance Minister Simon Birmingham told ABC Radio on Monday.

Schools and workplaces remain open and Victorians who live in greater Melbourne can still travel to regional Victoria.
